On October 27th, 1972, the Brooks Act was passed into law. This legislation was created to establish Qualifications Based Selection (QBS) as the required procurement method when seeking engineering and architectural related services for federal government projects.
Fifty years since its original passage, we still see the impact and benefits of QBS today. By making this selection process the law of the land, our government is able to lower spending costs, ensure the quality of our nation’s buildings, roadways, and facilities while maintaining the safety of the people that occupy and use them.
