Community investment is determined by periodic needs surveys with a current focus on self-sufficiency, early childhood development, transportation and food insecurity. These efforts have cultivated new innovative solutions to the problems facing low-income people in the areas of child and family development, economic assistance and housing preservation.

Head Start and Early Head Start programs support the mental, social, and emotional development of children from birth to age 5. In addition to education programs, children and their families receive medical/dental, nutrition, social and other services. Eight Head Start sites are scattered throughout both service counties to provide convenient access - all centers have a five-star Step Up to Quality rating.
