The Council is the first tier of Government and is made up of 15 elected Councillors. A Councils responsibilities, rights and functions are all laid down in various Local Government Acts as is the case with Highworth Town Council. These are laid down as a Duty or Power, a Council cannot act unless there is a power in law to do so. Below are some of the things carried out by Highworth Town Council (this list is not exhaustive). The Environmental Sustainability Committee (ESC) has been set up to monitor, advise, engage, and promote environmental matters across the Highworth Community through the sharing of ideas and expertise with the aim of implementing changes which will increase the biodiversity in and around the Town, reduce Highworth’s overall impact on the environment and improve the well-being of residents . Highworth Town Council has declared a Climate Emergency.
Highworth Town Council is obliged to revise its Neighbourhood Plan every three years. Unfortunately, this revision has been delayed because of the COVID-19 pandemic.
