As background, I was one of the leaders of the Pennsylvania Justice Network (JNET) team back in 1997-1999, which first implemented secure XML-formatted and event-drive information exchanges in the justice space that ultimately contributed to the definition of the Global Justice XML Data Model (GJXDM) in 2001 and the National Information Exchange Model (NIEM) Justice domain in 2005.
