Description: The Putnam County Soil and Water Conservation District (SWCD) was started in 1946 as part of a response to the soil erosion crisis. Bad farming practices coupled with drought led to the Dust Bowl of the 1930’s. Throughout the late 1930/40’s, SWCD’s were organized to provide conservation assistance locally.
